User Picker Form Field Type

This feature introduces a User Picker form field type in the Ideation plugin with configurable visibility and edit permissions. The field can be restricted to editors only, and optionally made visible exclusively to editors, while remaining hidden from regular users. It allows editors to select one or more users (e.g. reviewers, sponsors, responsible contacts) as part of an idea’s metadata without exposing or allowing modification of this information by idea submitters. This ensures sensitive or workflow-related data can be managed separately from user-facing content.
